The exposition
The maintenance organisation exposition is the document in point 145.A.70.
What the MOE includes
(a)The organisation shall establish and maintain a maintenance organisation exposition (MOE)
that includes, directly or by reference, all of the following:
(1)a statement signed by the accountable manager confirming that the maintenance organisation
will at all times work in accordance with this Annex, Annex I (Part-M) and Annex Vb (Part-ML),
as applicable, and with the approved MOE. If the accountable manager is not the chief executive
officer of the organisation, then the chief executive officer shall countersign the statement;
(2)the organisation’s safety policy and the related safety objectives referred to in point
145.A.200(a)(2);
(3)the title(s) and name(s) of the person(s) nominated under points 145.A.30(b), (c) and (ca);
(4)the duties and responsibilities of the persons nominated under points 145.A.30(b), (c) and
(ca), including the matters on which they may deal directly with the competent authority on
behalf of the organisation;
(5)an organisation chart showing the accountability and associated lines of responsibility,
established in accordance with point 145.A.200(a)(1), between all the persons referred to in
points 145.A.30(a), (b), (c) and (ca);
(6)a list of the certifying staff and, if applicable, support staff and airworthiness review
staff with their scope of authorisation;

(b)The initial issue of the MOE shall be approved by the competent authority. It shall be
amended as necessary so that it remains an up-to-date description of the organisation.
(c)Amendments to the MOE shall be managed as set out in the procedures referred to in points
(a)(10) and (a)(11). Any amendments that are not included in the scope of the procedure referred
to in point (a)(10), as well as any amendments related to the changes listed in point
145.A.85(a), shall be approved by the competent authority.

The lines quoted from point (a) are the accountable manager's statement, the safety policy, the persons nominated under points 145.A.30(b), (c) and (ca), their duties, the organisation chart, and the list of certifying staff and, if applicable, support staff and airworthiness review staff. Point (c) is which amendments shall be approved by the competent authority.
How a foreign Part-145 organisation may structure it
The rule says what the exposition includes. The EASA user guide UG.CAO.00024-010, written for foreign Part-145 approvals, describes ways to build that document. The sentences below are from that guide, revision label 2026-05-19.
The MOE is developed by the organisation as an unique and complete document containing all the
information required to show compliance with applicable EASA regulation and all detailed
procedures and lists customised by the maintenance organisation.

When the organisation is developing an MOE supplemented by associated procedures/lists, then:

the MOE must contain at least the information required by 145.A.70(a)1 to 145.A.70(a)12 and
145.A.70(a)17 and a minimum regulatory compliance procedure in each chapter 2 , and;

Point 1.7.1 is the single document. Point 1.7.2 is an MOE supplemented by associated procedures/lists. Must contain at least is a minimum. That sentence continues.
Work instructions do not require EASA approval and are to be fully controlled by the maintenance
organisation. The Compliance Monitoring function remains responsible to ensure any such document
does not conflict with MOE or associated procedures/list.

How the exposition ties the series together
The overview sets out the terms of approval and the scope of work. The personnel guide sets out the persons nominated under points 145.A.30(b), (c) and (ca). The data and performance guide and the certification guide are the other parts of the same approval. The exposition is the description the organisation keeps up to date. The last guide, tool control and calibration, takes 145.A.40 into practice, including alternative tools and the exposition.

145.A.70 is in Annex II (Part-145) of Regulation (EU) No 1321/2014, in the EASA Easy Access Rules for Continuing Airworthiness. That citation was checked against the 2025-09-02 revision. The structuring sentences were checked against UG.CAO.00024-010, library revision label 2026-05-19. The user guide is guidance for foreign Part-145 approvals, not a substitute for 145.A.70.
