EASA defines “unmanned aircraft system operator” in one regulation. The wording below is reproduced verbatim from the EASA Easy Access Rules, with a link to the paragraph it comes from.

‘unmanned aircraft system operator’ (‘UAS operator’) means any legal or natural person operating or intending to operate one or more UAS;
