‘operating site’ means a site, other than an aerodrome, selected by the operator or pilot-in-command or commander for landing, take-off and/or external load operations;

‘operating site’ means a site selected by the operator or pilot-in-command for landing, take-off and/or hoist operations;

99a. ‘originator of a flight plan’ means a person or organisation submitting flight plans and any associated update messages to the Integrated Initial Flight Plan Processing System (IFPS), including pilots, operators and agents acting on their behalf, and ATS units;
