10. Qualification, training and licensing considerations

[4], ATM/ANS.OR.B.001 stipulates: ‘A service provider shall ensure that it is able to provide its services in a safe, efficient, continuous and sustainable manner, consistent with any foreseen level of overall demand for a given airspace. To this end, it shall maintain adequate technical and operational capacity and expertise.’ Furthermore, Regulation (EU) 2017/373 [4], ATM/ANS.OR.B.005(a)(6) of said Regulation stipulates that ‘(a) A service provider shall implement and maintain a management system that includes: (…) (6) a process to ensure that the personnel of the service provider are trained and competent to perform their duties in a safe, efficient, continuous and sustainable manner. In this context, the service provider shall establish policies for the recruitments and training of its personnel;’. With reference to the above, all personnel involved in the operation and maintenance of facilities, installations and equipment enabling and supporting the remote aerodrome ATS are to be adequately trained, qualified and competent.
