EASA defines “seaplane” in one regulation. The wording below is reproduced verbatim from the EASA Easy Access Rules, with a link to the paragraph it comes from.
‘seaplane’ means a fixed wing aircraft which is designed for taking off and landing on water and includes amphibians operated as seaplanes;
