EASA defines “load control” in 2 regulations, worded for each regulation's scope. The wording below is reproduced verbatim from the EASA Easy Access Rules, with a link to the paragraph it comes from.

‘load control’ means a process under the responsibility of the aircraft operator, to ensure that the aircraft is safely and efficiently loaded before each flight;
