EASA defines “foreign object debris (FOD)” in one regulation, with a separate wording for each case. The wording below is reproduced verbatim from the EASA Easy Access Rules, with a link to the paragraph it comes from.

‘foreign object debris (FOD)’ means an inanimate object within the movement area which has no operational or aeronautical function and which has the potential to be a hazard to aircraft operation;
